July 13, 2009 - One of the main priorities of the incumbent United Progressive Government (UPA) in India will be to frame a policy and principle to look into its biggest neighbor, China in its eyes.
First, the UPA government is not having the baggage of the support of the Left leaning parties which support China in principle. Without this baggage and huge mandate to perform in major thresholds such as foreign policy and defense policy, India can compete with China and can rival, and challenge it. India and China are locked in border dispute over the Beijing’s claim to around 90,000 square kilometers of territory in Arunchal Pradesh. Meanwhile, India, of course, is keeping a close watch on rapid modernization of the 2.5-million strong People's Liberation Army and its expanding strategic trans border and `area-denial' military capabilities, with straight double-digit hikes in its military budget for the last 20 years. China is planing a war with India in August to September 2009. China has started deploying its army on India borders. ![]() This was, in fact, reflected in India’s Defense ministry's latest annual report, which shed its normally defensive and ultra-cautious mindset towards China to express grave concern on Thursday. Beijing's `stated objectives' of developing strategic missile and space-based assets, rapidly enhance its blue-water Navy and systematically upgrade infrastructure, surveillance and operational capabilities in border areas "will have an effect on the overall military environment'' in India's neighborhood, said the Ministry of Defense report . China's massive build-up of infrastructure along the 4,057-km Line of Actual Control, for instance, now allows it to swiftly amass troops for offensive operations against India. To counter this India has increased its troop presence in the eastern sector. Former Indian Army General J J Singh, Governor of Arunachal Pradesh made it clear that India would be deploying two army divisions of around 25,000 to 30,000 soldiers each along its boundary with China in Arunachal Pradesh. Earlier, Sukhoi combat fighters were landed at the Indian Air Force in the Tezpur, Assam. ![]() Security experts view that since India and China will be competing in the fields of economy, space technology and nuclear science, China will try to apply pressure on the Tawang sector in Arunachal Pradesh to pin India on its eastern border. Till the last term of the UPA, defense authorities were skeptic of pushing through any forward deployment, but with the emergence of the UPA again, it is believed that India will posture. Historically, India and China had just fought one war way back in 1962 which resulted in decisive victory to China, India has learnt lessons from such episode and had modernized its army after that defeat which was in fact a blessing in disguise for its decisive victories against Pakistan in the war in 1965, 1971 and the undeclared war in 1999 in Kargil sector. -------------------- -------------------------------------------------------------------------------------------
